Summary This position is part of the NNSA - Office of Secure Transportation, Department of Energy. A successful candidate in this position will serve as Emergency Management Specialist and will use their experience as a Nuclear Material Courier to serve in an emergency operations control center monitoring nuclear materials convoy operations. Responsibilities As a Emergency Management Specialist, you will: Identify and develop ways to resolve problems and issues which directly affect the accomplishment of principal program goals and objectives pertaining to emergency management. Serve as a subject Matter Expert on special projects/programs, the incumbent independently handles major programmatic and operational issues, advises top management, and communicates with persons and/or groups within and outside of the organization to coordinate action plans. Assess emergency management competencies; identify deficiencies in skills; advise and assist Emergency Management Specialist (EMS) personnel in executing their training responsibilities; initiate training records for each assigned EMS; develop and coordinate training program policy; identify training resources and restraints. Responsible for management, administration, and/or program support work, such as short-term and long-term planning, research, analysis, correspondence control, communication, and/or liaison. Provide written and oral communication techniques to explain and defend complex concepts, findings, and recommendations to a wide variety of organizations and individuals, especially when information is challenged. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band at the NQ-02 or GS-12 grade level in the Federal service. Specialized experience: This position requires prior experience as a Nuclear Materials Courier, which provides the knowledge of the Transportation Safeguards System (TSS) activities and associated federal agent functions necessary to ensure that training materials, drills, and exercises are appropriate to the situations that are encountered during actual convoy operations. Examples of Specialized Experience: Serving as a Transportation and Emergency Control Center (TECC) shift lead or temporary shift lead, directing and assessing the shift and its ability to respond to any event across the spectrum of operations. Experience operating all facets of a 24 hours, 7 days a week operation in an Operations Center. This includes emergency planning and preparedness processes and procedures to evaluate potential or emergency situations. Experience developing exercise criteria and objectives; evaluating outcomes and documenting strengths, areas for improvement, capability performance, and corrective actions in an After-Action Reports. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
