Description

General Statement of Duties

The Reclamation and Environmental Services Sampling Supervisor performs a wide variety of environmental sampling and field inspections associated with the Department of Reclamation and Environmental Services; does related work as required.

Distinguishing Features of the Class

This is responsible, skilled, technical work involving specific job duties and responsibilities. Work is performed under the general direction and supervision of the Director of the Reclamation and Environmental Services, but leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires an employee in this class to establish and maintain close cooperative working relationships with Department of Reclamation staff, Butte-Silver Bow department employees, regulatory and compliance agencies, business owners and operators, homeowners, and the general public.

Duties/Responsibilities

Example of Essential Duties and Responsibilities (Illustrative Only)

  • Oversight of sampling of environmental media such as soils, attic dust, indoor dust, etc.

  • Maintain proper documentation and chain of custody associated with environmental media samples prior to laboratory analysis.

  • Packaging and preparation of samples for shipment to a laboratory for analysis.

  • Performs inspections and assessments of properties associated with the Residential Metals Abatement Program.

  • Performs regular field inspections to ensure and maintain the effectiveness of constructed caps and stormwater structures.

  • Performs necessary field inspections related to the implementation of the Dirt Moving and Excavation ordinance.

  • Collaborative education of the general public, contractors, realtors, etc. about lead, arsenic and mercury, residential hygiene, mine waste safety, stormwater discharge, and best management practices.

  • Compiles field notes and submits reports as required.

  • Performs public relations functions as necessary at job sites.

  • Maintains field equipment and ensures tools and equipment remain in good repair.

  • Perform all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.

Qualifications

Required Knowledge, Skills and Abilities

  • Basic knowledge of environmental sciences and environmental public health principles.

  • Knowledge of data collection, analysis, and interpretation techniques.

  • Basic knowledge of federal, state, and local environmental regulations.

  • Knowledge of safety procedures for handling hazardous materials.

  • Knowledge of valid sample collection procedures and protocol.

  • Ability to read map products and site plans to plan for sample collection.

  • Demonstrates ability to execute basic mathematical calculations.

  • Demonstrates effective written and oral communications, including conveying technical information to a non-technical audience.

  • Demonstrates ability to interpret and apply regulations.

  • Knowledge of conflict resolution techniques and their applications.

  • Demonstrates ability to work independently and in teams.

  • Demonstrates basic knowledge and use of computerized data management systems.

  • Ability to operate a personal computer using standard word processing, spreadsheet and database and design applications appropriate to assigned duties.

  • Demonstrates knowledge of and use of field equipment.

  • Ability to communicate well with others both orally and in writing, using both technical and non-technical language.

  • Ability to use logical thought processes to develop solutions according to written specifications and oral instructions.

Acceptable Education, Experience and Training

  • Graduation from a college or university of recognized standing with an associate degree in civil engineering technology, environmental science or a closely related field.

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

  • Required: A valid Montana driver's license, current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.

  • Hazardous Waste Operations and Emergency Response 40-hour Certification, or ability to obtain within six months of employment.

  • Must be a resident of Butte-Silver Bow during employment, according to Butte-Silver Bow Ordinance. See below:

"2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)"
