Under the direction of the Accounting Supervisor Principal - Annual Comprehensive Financial Report (ACFR) Accounting and the Accounting Officer Sr, this high-level accounting position assists with the administration of the Administrative and Loan Accounts Receivables including State Services for the Blind Accounts Receivable, Loan Portfolio Management, and loan tracking. This position works closely with the Receipt Depositing staff by assisting with ensuring that Federal, State, and other funds used for invoices and payments are accurate, transactions processed are effectively and timely reconciled through SWIFT and problems with any accounts are resolved. This incumbent must have been exposed to accounting and technical system knowledge of complex systems including: SWIFT, SEMA4, and the fiscal IA and OBIEE warehouses to perform the functions of the position. This position assists in providing oversight of work activities within the Accounts Receivable and Loans Management unit of the Administrative & Financial Services (AFS) Division. This includes, but is not limited to, assisting in the coordination of the various phases of Accounts Receivable and Loan Management, including maintaining the loan portfolio and related financial transactions, as well as developing procedures and policies for the work of Accounts Receivable and Loan Management making over 4,000 transactions annually.

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

One (1) year* of experience in accounting, financial management, or grant management.

*Bachelor's degree in accounting, finance, business, or related social service or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following;

Working knowledge of spreadsheets and databases to prepare and present complex financial records and reports.

Experience applying Generally Accepted Accounting Principles (GAAP) and practices sufficient in creation of various financial statements and reports.

Experience in working closely with internal and external auditors.

Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies.

Experience using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions.

Communication skills that demonstrate the ability for clear and persuasive presentations.

Preferred Qualifications

Experience working with financial statements and auditors in the government sector.

Experience with the statewide accounting systems (SWIFT) or similar software.

Skill in organization to manage workload, competing priorities and still meet strict deadlines.

Experience with interpreting, analyzing, explaining, and training others on accounting policies and procedures.
