Tattoo Artist
License Description Tattoo Artists use any method of placing designs, letters, scrolls, figures, symbols or any other marks upon or under the skin by introducing pigments, or by the production of scars to form indelible marks with the aid of needles or other instruments. Tattoo Artists are required to have knowledge of and practice aseptic technique, which prevents or hinders the transmission of disease producing microorganisms from one person or place to another person or place. The Establishment where tattooing is performed must be licensed and inspected by the Department of Health. Requirements: 1) Must file an application for tattoo artist licensure with the Department. 2) Must complete a blood borne pathogens course (an OSHA approved online course may be used) prior to applying for the exam. 3) Must complete a minimum 6–24-month Artist in Training program, with a minimum of 400 clock hours in a licensed establishment approved by the Department of Health, under a certified artist trainer who has been certified in Arkansas for a minimum of five years. 4) Must successfully complete a written and practical exam. Pursuant to Act 990 of 2019, an individual may petition for a pre-licensure determination of whether the individual's criminal record will disqualify the individual from licensure and whether a waiver may be obtained.
