Phase I Consultant
License Description
Persons seeking certification as a Phase I Consultant shall meet the objectives and performance factors set forth in 40 CFR 312.20; and shall demonstrate this by meeting at least one of the following combinations of education and experience: a. Hold a current Professional Engineer's or Professional Geologist's license or registration; and have the equivalent of three years of full-time relevant experience; or b. Have a Bachelor's or higher degree from an accredited institution of higher education in a relevant discipline of engineering or science and the equivalent of five years of full-time relevant experience; or c. Have a high school diploma or general equivalency diploma and at least ten years of full-time relevant experience; or d. Be licensed or certified by the federal government, a state, tribe, or U.S. territory to perform environmental inquiries as defined in 40 CFR 312.21 and have the equivalent of three years of full-time relevant experience In addition to meeting the requirements under EPA's All Appropriate Inquiry Rule to be eligible for CERCLA liability relief pay, a person seeking to be listed on DEQ's Phase 1 Consultant list must submit $25.00 dollars to be on the list for two years.
