License Description To become licensed/certified, the applicant must: be 21 years of age or older for masters, chief engineers, and first class pilots, a citizen of the United States, for the majority of water transportation personnel. Masters (25 to 200 tons) and Mates (over 200 tons) must be at least 19 years of age; Provide signatures of three (3) character witnesses; Provide signatures of immediate supervisors under which experience has been gained; Submit to extensive investigation and medical review; Sea service and experience requirements vary with each major water transportation personnel classification.
